1 Preheat the oven to 375°F (190°C) and adjust the oven rack to the middle position. Lightly spray or brush an 8 × 8-inch (20.5 × 20.5 cm) or 9 × 7-inch (23 × 18 cm) baking dish with the oil.
2 Put the thighs into the Instant Pot. Add the water, oregano, salt, and pepper.
3 Set the Instant Pot to Sealing and pressure cook on Manual High pressure for 12 minutes. Let the pressure release naturally for 10 minutes, then carefully quick release the pressure.
4 Transfer the chicken from the liquid into a large bowl and shred with two forks. Add the scallions, cream cheese, mayo, and hot sauce. Mix everything together. Taste for additional salt and pepper.
5 Spray or brush oil onto the tortillas so they do not rip when being stuffed with the chicken mixture. Spread about 1/4 cup (56 g) of the chicken mixture onto a tortilla. Carefully roll it into a log and place it into the casserole dish, seam-side down. Repeat until you’ve used all the filling. Cover the flautas with the salsa and cheese.
6 Bake until the cheese is glistening and the tortillas look cooked, 15 to 18 minutes. Sprinkle with cilantro. Serve with extra salsa, if you’d like, and enjoy hot.
